Everyone should have the right to breathe clean air. Support Ella’s Law - The Clean Air (Human Rights) Bill
In December 2022, the UK government announced a target for particle pollution in England in 2040 that aims to meet the 2005 World Health Organization (WHO) guidelines in 17 years’ time, 35 years after the guidelines were set.
However, the Clean Air (Human Rights) Bill, or Ella's Law, would establish the human right to breathe clean air and would require the Secretary of State to achieve clean air throughout England and Wales within five years of the passing of the act.
Rosamund Adoo-Kissi-Debrah has been campaigning for nearly 10 years for cleaner air, after her daughter Ella died in hospital from a fatal asthma attack, caused by air pollution. Ella’s law has passed through the House of Lords and will have its second reading in the Commons in February. It’s important that this bill is passed as around 40,000 people die due to air pollution in the UK every year. Watch Rosamund’s interview at the BBC and write to your MP asking them to support the Bill, you will be helping save lives. You can find your local MP here.

Report cites Net Zero as 21st
century growth opportunity
Former Energy Minister Chris Skidmore has published his report on delivering net zero after being commissioned by Government to undertake an independent review of its approach.
Confirming that ‘net zero’ is the growth opportunity of the 21st century, Mission Zero sets out 129 recommendations on how Government and businesses can meet net zero by 2050.
Specific recommendations for the construction sector include the Government fully implementing the Construction Playbook, developing a public procurement plan for low carbon construction and materials by the end of 2023, and setting up Net Zero Retrofit Hubs.
Official statistics show there are already around 400,000 jobs in low carbon businesses and their supply chains across the UK, with turnover estimated at £41.2 billion in 2020.

Government announces
new Energy Bills Discount
Scheme for businesses
The new Energy Bills Discount Scheme for UK businesses, charities, and the public sector will come into effect from April, replacing the current Energy Bill Relief Scheme.
The Treasury’s new scheme will mean all eligible UK businesses and other non-domestic energy users will receive a discount on high energy bills until 31 March 2024. The Government says the new scheme will help businesses locked into contracts signed before recent substantial falls in the wholesale price manage their costs and provide others with reassurance against the risk of prices rising again.
The new scheme is a significant reduction in the level of support that has been provided to businesses through the Energy Bill Relief Scheme, however, there are many solutions available that can significantly reduce energy consumption in commercial buildings. Building’s accountable
person to provide Golden
Thread of information
The Fire Safety (England) Regulations came into force on the 23rd of January 2023 with additional obligations on the ‘Responsible Person’ of multi-occupied high rise buildings.
The legislation sets out requirements for the Responsible Person to provide residents with safety instructions and information on the importance of fire doors. They are also required to provide information to Fire and Rescue Services to assist them to plan and deliver an effective operational response. Information about a building, termed the golden thread, needs to be kept digitally and securely, be a building’s single source of truth, be available to people who need the information to do a job at the time they need it, and be presented in a way they can use it. There is a useful short guide available and factsheets are available on the Gov.UK website below.
