Government launches Mission Retrofit report
Forming part of the Net Zero Review, the largest engagement exercise on net zero to date,
Mission Retrofit is the first report from the Building Mission Zero Network.
Highlighting the need for a clear strategy for the retrofit of existing building stock and defining
a National Retrofit Mission, the Mission Retrofit Report focuses on the massive 85% of buildings
used today that will still be in use in 2050. In total, the Net Zero report makes 15 specific
recommendations relating to energy efficiency and existing buildings. Decarbonising our built
environment remains one of the greatest challenges to Britain hitting Net Zero. The Mission
Retrofit report is the first of two reports that will focus specifically on decarbonising existing
buildings, with a second report on new buildings set to be published in November.

Renters Reform Bill passes
Second Reading in House of
Commons
MPs have given the Renters Reform Bill its Second Reading, a
procedure which means it now progresses into the
Committee Stage, where it will undergo line-by-line scrutiny.
Secretary Michael Gove repeatedly spoke of the need to balance the needs of tenants and
landlords in the progress of the Bill, acknowledged issues with the existing Bill for the student
market and committed to regulating student housing appropriately.
Labour has made it clear it will be pushing for measures that go beyond those already in the
Bill, particularly on an expansion of rent repayment orders; amending possession grounds to
protect tenants against ‘no fault’ evictions, and the outlawing of blanket bans on landlords
accepting tenants with children or who are in receipt of benefits.

BAFSA issues detailed
response in wake of Luton
Airport car park blaze
The British Automatic Fire Sprinkler Association has issued a
detailed statement in the wake of the fire that took hold on
Level 3 of the multi-storey Car Park 2 at London Luton Airport.
Up to 1,500 vehicles were affected when the airport's Terminal Car Park 2 became
engulfed in flames. It is likely that the multi-storey, which was built in 2019 at a cost of £20m,
will have to be demolished. Mobile phone video footage has since come to light that shows a
car engulfed in flames hours before the fire caused the multi-storey car park to partially
collapse.
Current guidance on fire precautions in the construction of car parks listed in Approved
Document B of the Building Regulations for England and Wales and Scottish Technical
Standards does not currently require the installation of sprinkler systems. However, BAFSA says
that this does not fully take into account the greater fire load of modern vehicles and is calling
for automatic fire sprinkler systems to be fitted in all multi-storey car parks.
