RICS launches new global edition of Whole Life Carbon Assessment standard
The Royal Institution of Chartered Surveyors (RICS) has launched the second edition of its ground breaking Whole Life Carbon Assessment for the Built Environment standard.
First published in 2017 for the UK’s built environment sector, this 2023 edition is a global version of the standard that provides a considerably more developed understanding of the carbon costs and benefits of design choices in construction and infrastructure projects and assets. Following a public consultation in March 2023, RICS has updated the standard which now covers all built assets and infrastructure projects throughout the built environment lifecycle.
At COP26 in Glasgow in 2021, pledges from 153 countries meant that over 90% of the world’s GDP is now covered by commitments to achieving net zero. This means limiting carbon emissions so that they are balanced or exceeded by carbon removals such as afforestation or carbon capture and storage.

The Building Safety Act 2022 defines building safety risks as the risk of spread of fire or structural failure. What is a reasonable step depends on your building’s individual circumstances and risks. The guide explains how accountable persons can demonstrate that they have taken all reasonable steps to manage building safety risks.

Buildings' external facades are now subject to a new standard assessment process called PAS 9980, which was published in 2022. However, it has been discovered that many structures also have serious internal flaws, which could necessitate costly repairs that are not currently covered by government funding schemes. Mr Gove made the commitment to new internal standards in a meeting with leaseholders impacted by building safety issues.
